have fun making your design ,what I would do is mold the paper mache on my legs (stick some cling wrap before you do- dont want the glue to stick to your shin and leg hairs )
another Idea is to put cling wrap on and over that a very long sock then start adding the paper mache strips ,you can add clothing inbetween each layer of paper mache
at the end you can cut out the back and add the velcro straps or keep it as a sock

what the hobo me would do step by step ......
first I'd place paper around my leg and draw the outlines of where I'd want my shin guard to be then cut out the template , I'd start my paper mache about 2 3 or how many layers it takes to get on my template before setting and mold it back onto my leg before completely drying , once the cast dried to the coutures of my leg I would continue adding paper before adding the cut outs of tyres adding paper over them so they could set in place when its completely dried I frame the outlines with coat hanger wire , once the outline is re-enforced I would then take like plastic wrap or a plastic bag and glue it sealed making it water proof or well sweat resistant after that I'd grab a pair of old jeans and cut out a front and back for it and sew it up , cut the edges and make holes in the back for the shoe laces or string , the wire will stop the string or laces from ripping the holes out when putting it on and tightening it, as for like protection, plastic-wood-tyres-paper- even lengths of cloth , after all the paper mache is only acting as a template , you could go full paper but I think if you did you'd want it pretty thick maybe 1 and a half cm or 0.5 inches, if you used wood glue and water mix i think that it would be ideal as the glue acts as extra protection when dried
